Mission Statement:

Through the use of intensive therapeutic community and judicial supervision, we help our participants begin the lifelong process of recovery from addiction and becoming productive citizens thereby enhancing public safety, reducing crime, and aiding the community, saving valuable public and private resources.

Confidentiality:

The Chaves County Adult Treatment Court Program ( hereinafter, CCATCP) adheres to all federal and state laws that govern the release of confidential information pertaining personal health information and substance abuse treatment information including 42 Code of Federal Regulations Part I, commonly referred to as 42 CFR Part 2 and the Health Insurance Portability and Accountability Act (HIPAA).

Goals:

• Reduce criminal recidivism by participants.
• Support the recovery of its participants from alcohol and drug abuse and any cooccurring mental health disorders through the provision of a continuum of services.
• Increase the completion of successful substance abuse treatment and decrease the incidence of alcohol or drug abuse among CCATCP participants.
• Accelerate the process of self-awareness, positive behavior and choices that leads to a substance free life.
• Provide participants and their families support through the journey of recovery.

Objectives:

• The CCATCP will utilize evidence based best practices within the assessment and treatment provided.
• The CCATCP will provide a delivery system that is family-centered, strength-based, culturally competent, evidence-based, and trauma-informed.
• The CCATCP will practice mutual respect, understand roles and responsibilities, and share a goal of improving the lives of participants.
• The CCATCP will provide interdisciplinary training to team members that help develop knowledge and skills required to effectively address participant needs.
• The CCATCP will contribute to a stronger community through collaboration with community providers.
• The CCATCP will perform regular evaluations of the process and outcomes to ensure an effective system of service delivery.
• The CCATCP will adhere to the Ten Key Components of a Treatment Court Program.
• The CCATCP will adhere to the Treatment Court Program Code of Conducts.

Eligibility & Non-Excluding Criteria:

Consideration for admission to the Treatment Court program shall be limited to those potential
participants (including past CCATCP participants) who:

• Age 18 years or older
• Lives in Chaves County, New Mexico
• Person complies with the screening process for the Treatment Court Program
• Identified as High Risk/High Need criteria as stated in the RANT and Clinical Assessment
• Have been arrested or convicted of substances offenses or substances related crimes having to do with alcohol or other substances as defined in the New Mexico Criminal Code and New Mexico Children’s Code
• Have non-substances related offenses that were committed while under the influence, or committed to support addiction or dependency, or are substantially related to the use or abuse of substances;
• Committed distribution of illegal substances to support participant’s dependency or addiction to substances;
• Have been arrested for drug offenses or drug related crimes and have qualified for a preprosecution or court-ordered alcohol or drugs AOD diversion program; or
• Have violated probation by commission of a drug offense, drug-related crime, or substance use.
  • A potential participant with a prior misdemeanor conviction or adjudication of a delinquent act involving violence may be admitted to the Treatment Court program.
• Individuals with acute mental illness or other conditions requiring a higher level of care will be assessed by a licensed medical professional to determine their ability to be successful in the CCATCP.

Complaints and Grievances:

Should you have any issues or complaints you should disclose it with the CCATCP Coordinator who will inform the Judge unless the issue is directly related to either party. In this case you
should report the incident directly to the District Chief Executive Officer and the Senior Statewide Program Manager. You can request a grievance form the CCATCP Coordinator or

If one is aware of any of these violations, please report it to a treatment court team member as soon as possible, or to the Statewide Treatment Court Program Manager by phone at (505)827- 4800. You will not receive any repercussions for reporting situations, not in line with the above team member expectations.
